In 2011 Michigan made the most sweeping changes to our Unemployment Insurance program since its creation in 1935. Most of these changes make it harder for Michigan families afflicted with a job loss to access the UI safety net. In the aftermath of these changes Dr. Luke Shaefer of the University of Michigan School of Social released the report Families at Risk: The impact of 2011 changes to unemployment insurance on Michigan’s unemployed families and children.
